How to measure noise transfer in SONET/SDH

I need a method about noise transfer test. The standard is ITU-T G.813
and I want to know what phase gain means.
Could anyone explain "phase gain"?

The standard says " In the pass band the phase gain of the SEC should be smaller than 0.2dB (2.3%). "

Please, tell me exactly.
