How to freeze metal layers during ECO routing in SOC Encounter?

Is there a way in P&R ECO to freeze some metal and/or via layers during ECO routing ?
In 90nm, we don't want to pay another 16 metal/vias masks to fix a bug!

Which version of SOC Encounter are you using?
Encounter 7.1 has a something called "Post mask gate array style ECO" in the ECO flows section of it's doc. They also say you can freeze metal layers by specifying only a certain number of layers to be used during the ECO place and route:

You can use the -modifyOnlyLayers option to restrict the modifications to a specified range of metal layers.
