question:repetition codes

when I use repetition codes, I may keep the same energy for transmitted bit, or the same energy for information bit: for ex.....if I repeat the bit 3 times, each bit from the 3 is sent with the energy that I would give for the original one.......or I may assign them energy such that their total energy is equal to the original bit.
the question is what is the applications or the cases that I would use these two different methods??

Your question is the part of basic question in coding theory. You can ask also about bit duration. When the system is used coding, is it true to change bit duration or bit rate or not? And some questions like your question.
If you want a complete discussion, see Proakis book. Or another books or chapters in joint coding and modulation.
If you want quick answer, it is common to keep the same energy for added bits.
