Hi,
Does anyone have the circuit diagram or know of a kit for a 3.0-4.5V regulated power supply, power source is 3 AA batteries ideally?

Thanks in advance for any help.

What is the current requirement? Take a look at www.linear.com. They make a number of boost converter ICs. For example, LTC3401 can handle up to 1A and is adjustable with two resistors. The datasheet has several typical circuit diagrams. (Note: 1A is the chip maximum, you will never get this much from AA batteries. Since battery current is always greater than load current in boost regulators.)

The input voltage has to be must greater than the regulated output voltage.
Can't you go 4 AAA instead?
