Low current low power ring oscillator design

I plan to design a 10kHz around ring oscillator which dissipate only
uW level power. Is that possible? How can I do that in CMOS?

It is possible to design 10kHz ring oscillator. you can try to use small current source
 

It is possible you design an Current controlled oscillator (ICO) or RC oscillator with fixed current source. The current source will govern your major oscillation frequency and you can make it small enough to achieve your goal.
