Need to reset my Toshiba v-chip. I have the diagram...

toshiba tv pin reset

I downloaded the service manual for my 32AX60 Toshiba TV to try to reset it. Some one, (we think) set the password and set the TV on blocking and we cant change input types, only antenna input. I got the chip out and tried touching the rst pin with a ground pin that was separated from the rst pin with an interrupt ( -||- I think that's what it means right?). Any how that didnt work and yes the tv was on while I did that. Now I'm thinking of soldering it together but that would be permanent and I just want the chip to reset itself. It's a TMPA8700CHN and it also has 154(Z) on it.

Before anyone says anything I did have the manual and I did try the reset which didnt work and seems to be a problem with some Toshiba TVs that I have seen posts about.

Let me know if you need more info or if this is the wrong place to post this question. Actually any kind of response will be appreciated.
