I have tried hard that project w/o positive results.
Here's the schematic (attached) for the AN828

There is the problem in your schematics. XTAL has got 3 pins and you mustn't connect the center pin with GND ! Good luck for U !

It's not a crystal, it's a 3 pin resonator with internal caps (common)
You could use a crystal and a pair of 22pf caps to ground or a better solution is use a 16F628A and the internal osc (4MHz). No crystal needed.

This is not a terribly accurate thermostat, it uses thermal drift in the WDT RC clock to determine temperature. Interesting concept though...
