ITO (indium-tin-oxide) substrate simulation with HFSS

Has anyone ever simulated a patch antenna with an ITO (indium-tin-oxide) glass subtrate with HFSS?
I tried setting the boundary of the patch and ground as "finite conductivity", "layered impedance" or "impedance" but everytime I have a gain whose value is about 0 dBi.
I would appreciate if you can share you experience or tell me how to set the patch and ground boundaries so that the gain reaches a reasonable value (about 6 to 7 dBi like conventional patches).
