pic & lcd questions

hi,
i m building lcd and pic based project and encountered few problems :
1. pic16f877a has 2 pins for vdd and 2 for vss. i checked them with voltmeter and they are shorted do i have to short them with wire ??
2. when working with 4 data line mode of the LCD do i have to connect the other unused lines of the LCD to vss ( 0 ).
3. when working at home how can i know if the oscilator is working. do i have any indication about the working or non working oscillator ??whats the right dc level suposed to be there ??

I think it's better to feed supply on both lines (short) to reduce noise.

You don't want to ground unused data pins of LCD.
you don't want to ground un used lines of your data port(PIC), but you can use
that port pins for other purpouse like switching, LED, or anything.

I didn't get the third question.

why do i have to short the 2 lines of vdd and vss if they are internally connected ???

the third question was if have any indication to know if the oscillator is working or not without connecting led to ports .
