Question about Kp and Ki equations in a digital PLL

a problem about dpll!

i have down the sourcecode of a digital pll,which is a second order pll with a pi loop filter, but ,there are some puzzle
ta =sqrt(2)/2;
theta =2*pi*1/100;
Kp = [(4*eta*theta)/(1+2*eta*theta+theta^2)];
Ki = [(4*theta^2)/(1+2*eta*theta+theta^2)];
d_phi_1 = 1/20;
n_data = 100;

why
Kp = [(4*eta*theta)/(1+2*eta*theta+theta^2)];
Ki = [(4*theta^2)/(1+2*eta*theta+theta^2)]; ?
??
what do they mean?
