PC software for Steam turbine simulator

steam simulator

I need to develop a PC based software for steam turbine simulation.
The software will be installed on a powerful laptop computer connected to a hardware I/O that genetares(acquires the 4-20mA signals,speed probes signals and other relevant input/output.

The hardware I/O shall be connected to an unit control panel PLC based.
I need real time signal processing .
Do you know a good software/hardware mix that can help me for this job?

The turbine models will be created in MatLab and then I have to add them in the simulator.

I was thinking about labview as signal generator and signal processing.
Probably It would be possible to develop such software in Delphi or Visual C++ too.
However what about remote I/O? I don't have to design the hardware. I have to buy a ready to use I/O. The communication link betwwen laptop and I/O has to be defined (may be ethernet 100Mbit , USB 2 or firewire).
