Why filament of a bulb never make a short circuit ?
 

I take your question to mean why are all failures open circuit. The reason is that the metal melts and drops away by gravity leaving an open circuit.
The filament wire is intentionally wound with tension to make the wires separate when the one part melts.
 

The filament of an incandecent bulb does in a sense make a short. The filament has some resistance to it that keeps it from being a dead short. Also as the filament heats up, it becomes higher in resitance value as the heat increases thus limiting the current more.

Hi my frind, a very gooooood question.Actually the short circuit may not happen because the filament resistance of the bulb increases as its temperature increases.
As it increases, the current decreases and the filament stays at a certain heat level,its a kind of balance state
