Hi,
The Design rules depends upon the manufacturer tolerances and also its design specific based on the application. Also the process involved live the assembly process, manufacturing and testing (shortly DFM,DFA,DFT).
I generally use 50 -100 mils from the board edge to any pcb elements. In high density board I have used 50mils from pcb edge.
