Does MATLAB have commands to design Mth band FIR filters?

in fdatool u can design many types of FIR and IIR filters also Mth band FIR filter

no, but you can use REMEZ and setting 1/m coefficient to zero and middle ont to 1/m to get a mth band filter.
 

mth-band filters

You need to use optimization.
start with a filter close to an Mth band.
set constraints in the fminimax input.
see the fminimax help and mth band filter definition.
