A question about PCI-AHB IP system integration

This question is related to PCI protocol. Now I meet a question about PCI-AHB IP system integration application. One of the PCI-AHB IP feature is supporting multifunction device up to 8 functions. In the IP RTL code, if the IP supports different number of functions, it generate different number of configuration registers space. So the different multifunction IP RTL code is not fixed. PCI-AHB IP is a subsystem of the ARM system. In fact, we can look the IP as a bridge and a device interface. So, in the ARM system, if PCI bus connects a coprocessor, and AHB bus connects multifunction interface like USB, Audio, Video etc, PCI-AHB IP is viewed as either bridge or PCI device interface in the meantime. In the system application, Does PCI-AHB belong to multifunction device or single-function device here?
