I want to find an selectromagnetic book that is focusing on basic concept

Besides the indeed very good book by D. Cheng, Field and Wave Electromagnetics, Addison-Wesley

I would suggest the folowing at this level:

W. Hayt and J. Buck, Engineering Electromagnetics, McGraw-Hill.

C. Paul, K. Whites and S. Nasar, Introduction to Electromagnetic Fields, McGraw-Hill.

D. Griffiths, Introduction to Electrodynamics, Prentice Hall.

There is a berkeley series of books in that for emags theres
ELECTRICITY AND MAGNETICY by Purcell. see that. For intro level u can even look at Feynmann lectures on physics
