I don't know if there is a "best" book -- there are a lot books both on the practical and theoretical side.

For theoretical and conceptual material I would recommend
Fundamentals of Power Electronics (Second Edition)
by Robert W. Erickson, Dragan Maksimovic
Amazon.com: Fundamentals of Power Electronics (Second Edition) (9780792372707): Robert W. Erickson, Dragan Maksimovic:…

For more practial material
Switchmode Power Supply Handbook (McGraw-Hill Handbooks)
by Keith Billings
Amazon.com: Switchmode Power Supply Handbook (McGraw-Hill…

Switching Power Supply Design
by Abraham I. Pressman
Amazon.com: Switching Power Supply Design (9780070522367): Abraham Pressman:…

In my opinion, you can still find lots of material including application notes, design guides, etc. online. Just try a Google search first, before buying or even consulting a book.
