advpcb.dll access violation

I remember having a similar problem a long time ago. My local Protel agent told me to uninstall the program and edit something (I found my notes below)

To remedy this, please complete the following procedure (In Order):
1) Un-install current Service Pack (#6) for 99SE from Control Panel
2) Un-install 99SE from the Protel 99SE CD
3) Delete the Design Explorer 99 SE directory
(make sure you have no personal files or libraries stored here before you do this).
4) Delete the files *99SE.* from your Windows or Winnt folder
5) Also delete from the Windows or Winnt folder CSRTL.dpl and
ProtelComponents.dpl, if they are still remaining.
6) Re-install Protel 99 SE
7) If Win 9x then Reboot
8.) Re-apply Service Pack 6
9) If Win 9x Then Reboot

Hope it works for you!
