You can design two kinds of Rogowski coils (also known as the coreless coils), You can take a toroid core (doughnut shape) and wind magnet wire around the core. The technique is not that simpler. The windings need to be perfectly uniform, and the core must be non-metallic. The output of this kind of coils are very small, so you will also need an amplifier to boost the output voltage.
The second type of Rogowski coils are wound on a flexible tube or on a thick wire (usually more than one centimeter). Again the windings must be uniform and close to each other.
