Why in PonyProg there is a recommendation about not replacing LM2963 with LM78L05?

Why in PonyProg circuit there is a recommendation about not replacing LM2963 with LM78L05?

As you can see this programmer is trying to "steal" power from serial port, and the voltage there can by unpredictable ..
LM2963 is a very-low voltage drop voltage regulator and requires only 200mV higher voltage at its input to provide 5V regulated output ..
If you choose external power and the unregulated/input voltage will be at least 8Vdc you can use LM78L05 or any other low power 5V voltage regulator ..

ponyprog voltage regulator

It's obvious that a serial port is not so powerfull to provide a stable level of output voltage. Using of low dropout regulator like LM2963 gives you about 2 volts extra in comparison to LM7805.

I use ponyprog many years. I have both variant with and without external power. My experiences show that ponyprog with external power work more stabile and save. If you made ponyprog with ext power you may use 7805. I work with 9V battery.
For example is very dificult (in most case is not possible) to program sda2506 or mda2061/62 with no ext power,
