Differences between USB idle state and USB suspend state

Are there any other bus behavior or electronic characteristic differences between USB idle state and USB suspend state, except for power consumption point?

usb idle vs. suspend

IDLE state for USB bus
suspend state for USB device and HOST
long IDLE state of USB bus may lead the suspend state of USB device and USB host.

I know the relationship between the idle state and the suspend state.

But what confused me is what differences they are except for power consumption. Or can we say except for power consumption, idle state equals to suspend state?
