visual basic and 16f84 communication

hello to all, does anybody knows how to interface vb and picmicro 16f84, trying to build my own serial programmer software using vb for a project in school that includes a simulator of pic16f84.
microchip site only tells about electrical information on how to change states in the picmicro; programming, reading, erasing, but dont tell you how to do it with any software, does anybody knows this info.
