Uart chip (sc28l202) digital I/O 's issue

All the 16 IOS of SC28L202 have been used in my design.
These IO's are driving solid state relays via buffers.
The problem is that at room temperature all the IOs operate & derive as per functionality.
However at 0°C the behavior of IOs driving is intermittent .
They produce the logic 0 at 2.4 V which is not admisssible as it is not the defined region
Why this problem is occuring, as it is designed for -40°C but in my case it don't .
May be it is loosing drive capability at this temperature with all IO's operating at the same time.

Any answers/feedback to this problem.
 

Are you saying logic high is 5V and logic low is 2.4V at zero C ?

Something certainly doesn't look right if that's the case. Please show the full schematic around the IO pins or at least one of them if they are identical.
