Do these types of boards ever get hand assembled?

Hello,
Attached is a 110mm x 46mm x 1.5mm Aluminium LED PCB.
Would the LEDs ever be layed out on this board by hand (tweezers), prior to putting through the solder oven, or is it always done by pick and pace machines? (in UK/Europe/USA)

If they are layed out by hand then we would put all the leds with cathode facing same way....if by machine then we would rotate each led so as to get maximum copper pouring.

Our volumes are about 200 boards at a time.

To make 200 SMT boards at the time with manual assembly, and still remain cost effective, they would have to be done in a Far East country.

There are many board shops (at least on the US) which are willing to do medium to small batches of boards.
