Quite Confused: how to test TAP&BIST Controller

We use TAP Controller and BIST Controller (M/L) to test the memory and logic on chip.

but how to test TAP & BIST Controller themself?
and whatif it doesn't work?
 

made them scanable or use functional test vector.
 

this can be used on BIST controller. but as for the TAP Controller, does is scanable or can be function tested??
 

in scan controller mode the bist controller is tested using scan
