MJE 13001 transistor with different pinouts why?

I have two transistor with a little difference in footer name but they have different pinouts
MJE 13001 05 and MJE13001 D331

which one belongs to EU and Japnese i don't know
but it will definately confuse everybody

because as in case of mosfets we have
P55NF06 GF285 V6
P55NF06 GF467 V6
P55NF06 G408U V6
and much more
but their pinouts are same

here in this case why the pinouts are different

I tested it on my Analog meter
com and 10k

also i tested it on my digital multimeters
DT9205 hFE method

and lastly i tried it to install on mobile charger circuit
