TCP/IP Frame Vs packets

in tcp/Ip

there are two layer data link layer and ip layer both contains data in their field (payload).
in case of Data link layer it is 1500bytes. without header
in case of ip datagram it is 65535bytes. including header


suppose we are connected with network



so how my computer transfer data
in Packets or Frames? or both ? can i forced it to send data into frames or packets or viceversa

1-by frames and packets we can send our original Data.

2 can we use either one at a time for transmitting data ?

3. is there any simulator to send data and see it in both layers?
