According to antenna theory, the maximum received power of an antenna in a free space is determined by it's effective area. The effective area of a short wire antenna only depends on wavelength, not on antenna length. Due to the l² dependency of radiation resistance, it may be impossible to actually utilize the received power of a small antenna.
