what does the phase noise -121 dBc/Hz @ 600kHz mean?

@600kHz offset from the carrier frequency

why interest only in offset of 600kHz?

-100 dBc/Hz @500kHz versus -121 dBc/Hz @ 600kHz?
 

Its the equivalent phase noise as measured in a 1 Hz bandwidth with respect to the amplitude of the carrier. That is dBc/Hz.

Now you can make that measurement at any frequency distance away from the carrier (usually above) and that is the @xxx Khz figure.

As you get closer to the carrier the noise level will increase, and right at the carrier the amplitude will rise very steeply up to 0dBc
