ESD Float Voltage Measurement

Hi,

Currently i'm studying some ESD elimination projects. May i know if anyone here experience with using handheld ion balance monitoring equipment such as keyence sk-h050? May i know the ion balance measurement result from this handheld equipment is refering to average voltage or float voltage? Because i measure using CPM, i get a result of float voltage +/-400V and average voltage of 50V. But using handheld eq, i get a steady 52V. I look around manual but it didn't state there. Need help urgently.
