Could I give 8A,12v to an IC 4047?
Will it corrupt?

Most variants of CD4047 are OK up to 15V so 12V is quite safe, the current drawn by the IC is only a few mA and decided by the IC itself, you can't force more in to it.

The schematic isn't very good though, the switching times will be slow, it has no dead time between switching output signals and the supply pins to the 4047 are not decoupled so expect some instability. If the battery is 12V 4AH as shown, under full load it draw more than (100/12) = 8.4 Amps and it will last for about 15 minutes. If you apply 12V externally, you should disconnect the battery as shown in case it is fully discharged and draws too much initial current when switched on. Even the transformer rating is suspicious, 9-0-9 at 1.5A suggests it is rated at no more than 30W and you would be passing more than 8A through a winding rated at 1.5A.
