[ARM] How to understand if an STM32F4xx Series MCU is broken/burned or not

By default, it starts from internal RC oscillator. So oscillation not a mandatory, but if there are cristal present and firmware is loaded, probably, it is used and oscillation should be there.
Anyway, you can try to connect st-link debugger and try connect to mcu using st-link utility.
