Most mobile internet providers don't allow ingoing tcpip connections to mobile devices, due to lack of unique ip addresses. The connection must be initiated by the mobile device or you can run a vpn network.

I am receiving data from mobile device over ppp protocol to my server ,my server has static ip . And at the end of mobile side for ppp has different ip,s like 192.168.200.10 and port is 4001, in the modem APN I am giving my website address, AT+CGDCONT=,"IP","haroon2.ddns.net" .my server shows in the connection between my mobile device 192.168.200.10:4001 this is sure it is ppp protocol. My mobile device can listen at udp port 4002. But i dnt know how can i chat back to my mobile device. Can you tell me the procedure?

As i know mobile companies firewalled all the ports except 80 for security reasons... so i think that you must contact with your mobile service provider or you can NAT your 4002 port...

Your latest questions sounds like you don't know how to perform an UDP send operation. It's not specific for mobile devices, just need to know server IP and port.

But as said, it's not sure that the UDP packets will be actually routed to your mobile device.
