low power voltage to current converter

This circuit realize the output current: IR=Vs/R, but it needs two opamps to achieve.

In my design, I can't use opamp, anyone has idea to get IR=(Vref-Vin)/R=Vs/R? Thanks

A bit of information, please.
What voltage range, what current range, what supply voltage, wgat supply current available, frequency....

For example, Vdd=1.8V, input voltage range as large as possible, 0.5-1.3 input voltage range is okay. current 5u-300uA, frequency minimal is 10MHz. Thanks.
