250w motor too weak - what can be the cause?

My child's scooter (Razor E300) has 250W motor but it is very weak compared to what I have experienced before with the similar scooter. Cannot pull anybody over 70lbs even on a slight hill. Is it possible that part of the motor winding is not functioning? is there such a thing or it either works or does not? Not sure where the weakness is coming from.

I have ruled out a controller as a cause but was not familiar if a DC brushed motor can partially fail but still function at half power? Is there a way to test it? Thank you.
 

It is easy to overload a motor. Did you ever cause it to stall under power? Just doing so once or twice, can send heavy current through a winding, and cause its performance to deteriorate.

Test each winding with an ohmmeter. (Disconnect the motor from everything when you do this). Rotate the armature slowly and see if any winding is very different from the others.

OK. so, it is possible... I got it used and have no history but I know it is weaker than another similar scooter by a factor of 2-3. I will check the winding just to confirm and try to buy another one.
