I want to design a simple FM transmitter circuit, but also not compromise the spectral purity by using one of those all in one transmitter ICs. After hours of research, I've come to the conclusion that the ADF4360 is probably the best option for low component count and high spectral purity.

Anyway, the problem is that I have very little knowledge of PLL + VCO systems. I could easily design a transmitter based on a single chip, but that's not what I'm interested in. Do any of you know if this chip would be suitable as an FM broadcast transmitter and what I need to use for the loop filter, etc?

Because you have little knowledge of PLLs, I think it is better for you to use the single ship solution. The design of the Phased locked loop and modulating your voice/data on the generated signal is not easy at all and is very sensitive to the phase so any shift in the accurate phase of the carrier modulated signals would cause the loss of your baseband data/voice.
Although if you chose to take the PLL solution, the loop filter topology and values would be recommended by the datasheet of the PLL you chose. Analog devices have a variety of PLLs that would be of a great benefit to you.
