whats application clading layer in pin detectors or optic fiber?

hi my question is whats application cladding layer in optic fiber or pin detectors?
a object using cladding in optics fiber ,
The cladding causes light to be confined to the core of the fiber by total internal reflection at the boundary between the two
whats the other objects???

other application of cladding for protecting active region from condition weather ,dust and .........
