How to improve TL-431?

Hello, I need add to my design DAC and Voltage Ref. unfortunately, the price limit says it has no money and and therefore I have to use low cost components.
As Vref any as TL431.
Unfortunately, slightly larger temperature drift and noise than I imagined.
Temperature drift is problem, bud partly it to me hopefully compensate by software.
Question is how reduce noise?
My idea
C5,C6 and R4 is filter and because for the price I can not use an amplifier and on R4 is voltage loss 11mA have feedback over R4
the question is what to do with the stability and noise TL431?

Inserting an additional low pass into the feedback loop will reduce the phase margin to about zero and might even cause oscillations. If you feel a need to compensate the voltage drop, there must be a forward AC path bypassing the filter. In case of doubt check the loop stability in a simulation.
