Hello everybody, im not a sound student just a curious person. I would like to know what kind of electronics component is this and what are its uses please its very important.

Hard to say what this is..

Maybe a display controller, maybe a clock, or maybe something completely different.

It is chip on board technique. A bare chip (die) is glued on the PCB. Then the connections from chip to board are bonded.
After that there is a black protecting potting material placed on the chip.

To answer the question you need to know where the device is regularly mounted. It could be everything.

I guess you know it, otherwise the answer can't be actually important.
 

It is an "Integrated Circuit" Printed directly on a Circuit Board and Made for a Specific Application.

Without knowing the Manufacturer or Specific Product this was made for, it is impossible to know the Exact Purpose of it.
 

It looks like the circuits present in calculators, one side with fewer pins connect to keypad and the other one to the display, but really cant say.
