avr fuses programming

If I programming atmega16 fuses, can i reprogramming it with different value?
 

Hi,

Yes.
Read datasheet, maybe you need a chip erase, but I don't think so.
At least clock fuses need a reset after programming to make them valid.

Yes you can reprogrammin using an avr SPI programmer and avrdude or atmelstudio.
depending of the configuration you want to use (i.e internal or external oscillator, frecuency of oscillator, enable disable the reset. etc).
