Voltage level translation 3.3V - 2.8V

I need advices about voltage level translation from 3.3V to 2.8V, becau se in my application i have to establish connection between a arduino due(3.3V) and a GSM module (2.8V).
Could you suggest me a translator or a solution?
Thank you in advance for you suppor
 

Usual modules (e.g. SIMCOM) are satisfied with series resistors (e.g. 1 - 10k) for data direction towards GSM. The inputs tolerate to be overdriven with a current limited signal.
