Atmega328P reset Pin stays Lo

Hello.
When powering up my Atmega328P the reset pin (pin 29) is pulled down, so the chip stays in a reste mode.
Strange is that this happens not allways.
I can force the chip, pulling the reset Pin Hi, when connecting 5V to pin 29.

This behavier is with, or without a serial programmer connected to the device (I use the Bootloader)

Do you have the reset pin connected to +5 volts through a 10K pullup resistor ? This is the standard way to handle the reset pin on an ATmega328.

Yes I have a pullup resistor of 4k7, but thanks to your advice I noticed that on of the pins has been badly connected.

This makes sense

check the fuses there are a fuse that if you set/reset the reset function is disable and the pin work as a normal in/out pin.
