SiliconSmart Characterization Issue (CDPL)

I am having a problem when i try to run gate characterization in SiliconSmart. When I run the "characterize" command, it starts the CDPL manager in standalone mode; however, none of the jobs ever get scheduled. I get the following message:

It will continue forever like this without actually performing any jobs. Does anyone know what may be causing this problem?
