Mini PC with sound card able to run a program and used as an RF gateway?

Hi, I would like to dedicate a PC (x86) to run EQSO software (windows 2000 and newer) to make an RF gateway. The PC will run the software and it will route the audio input from the sound blaster to the IP and reverse.
If you are familiar this is what ecolink does, connect RF devices through the internet.

For power and size reasons, I do not want to have a PC continuously running, I was wondering if a x86 router or similas tiny x86 PC exists that can run at low power and do the job.

I already have an old ALIX-1D, which consumes only 5W and can run win2k and XP. I could use this, although I wonder if a more lightweight solution <$100 exists (micro-based?)
These rasberies are good and cheap but they cannot run windows.
