Two layer PCB Substrate design in ADS 2009

hi,

I want to set 2 layer PCb substrate in Ads 2009.

Copper
FR4
Copper

What are the proper steps? Vias setup is also required.

To make ground plane and copper areas , i am using polygon which are not reflected back in schematic (layout to schematics). Is there any other way to do the same job?
