Design means putting the result or idea in proper manner and circuit is the one which is designed.
Finally it is a circuit designing.
 

I guess you wanted to know the difference between schematic design and pcb design? Your question isn't specific.

my question --- in the field of testing and verification of IC's, many times we will be saying "test the design" or "test the circuit" .., i am asking in that perspective whether they are same or they are diff..????
 

They are same, as the circuit itself is a design which needs to be tested.
