Can I access mobile phone using its sim card ip address?

hello everyone

Can I access mobile phone from a webpage on a computer using mobile phone sim card ip address?
 

do the simcard is allotted with any ip address?
 

Using a standard mobile internet plan, there's no fixed IP assigned to the SIM card. In addition, it's mostly impossible to make an inbound connection to the mobile device using it's dynamically assigned IP. The main reason is that the same IP is shared by multiple hosts using address translation.

actually, I know that in normal computer networks, the dynamic ip address can stay unchanged as long as I am connected with the computer on internet using the router, and once I disconnect, the ip address changes. I have read somewhere that a person could keep his dynamic ip address on his computer for 3 months because he did not disconnect his internet for the whole period.

I thought that the same way can work with sim card. I imagined that a mobile phone gets also dynamic ip address and as long as I am connected it does not change.

are not there any workaround to stay with the same ip address without buying fixed address sim card (really expensive here)

It's not a problem of knowing the assigned IP address. It can be discovered by using a dynamics DNS service provider. The problem is that the IP address is shared by multiple hosts and that most mobile internet service providers don't route inbound connections. Why don't you try?

I have already tried. I used site "show my ip address" while on mobile phone.and I got the ip address (I supposed that it is the address of my sim, but it seems not), and then I restarted the mobile , and I entered the site that shows ip address again. I found that the ip still the same (while this is not the case if I were using computer, because the ip address of the router would change)
 

I really need any workaround to make ip address of a sim card to be static, or change but in long periods
 

I fear, you didn't yet get the point. I was talking about the problem that even if you know the IP assigned to your mobile phone, you are not necessarily able to make a connection to it. I suggested to try if your mobile internet provider does support inbound connections.
 

a problem with accessing mobile phones and modems is even if you know the IP address and it is running a suitable server the IP address is on a local network behind a NAT box. Other devices on the same local network can connect but devices external to the NAT box cannot connect unless there port forwarding service.
To connect to a modem you could send it a text message telling it to run a client to connect to a external server
