Touch switch circuit for 3watt bulb

I am making touch switch for the light on my own room.Please provide me a circuit diagram.I have 12volt battery and 3watt bulb.So I want to make switch using my 12 battery and 3 watt bulb.
Is it possible by using ic 555 and ic 7476.If it is possible please provide circuit diagram by using these ic's.
 

An ordinary 555 and a 7476 are old fashioned TTL technology. They draw a fairly high current all the time even when the light bulb is turned off.
If they are replaced with fairly modern Cmos ICs then they will draw almost no current.

An ordinary incandescent light bulb wastes a lot of power making heat. Use a power LED or a 12V compact fluorescent light bulb instead to save power.

My computer room was my son's bedroom before he grew up and moved out has two 14W compact fluorescent light bulbs that produce as much light as two 60W incandescent light bulbs.
I have a little lamp that is never used. It has a 4W night light incandescent light bulb. I tried it just now. Boy oh boy it is very dim and orange.
