Voltage level of interest

Hi,

Would anyone be able to help me out with a question. My lecturer in analog electronics likes to put trivial problems (with no explanation) for 'independent research and additional learning'

One that I can't figure out is: In Biomedical Implantable Application, specific circuitry are designed to have additional voltage (for instance, a voltage level of interest 1v-3v will be designed so that it is shifted into the voltage range of 1.5v-3.5v, this 'additional' voltage is said to be useful but must be shifted back down by the same amount it is shifted up by before it can be processed by an ADC or microcontroller.

Would this be because of ohmic resistance exhibited by having devices inside the body?

Any input would be highly appreciated!

Perhaps a rather trivial explanation: min. input voltage level (or ICMR) of the following circuit (e.g. a filter) is 1.5V .
