How much power will be consumed by a MOS mixer(typical circuit) circuit and ring oscillator- from the reported works? Is there any methods for reducing the same?

It depends upon what the "typical circuit" looks like.
You need to look at a particular circuit that works at the frequency of interest and go from there.

It depends on the frequency, supply voltage and loading.

Usually the frequency is fixed, so your way to reduce the power would be reduction in voltage and the loading.
